Subject to the approval of Council the Housing, Planning and Zoning Officer and the Chief of Police shall jointly enforce this chapter:
(a) The Housing, Planning & Zoning Officer shall:
(1) Receive applications for new and renewal of taxicab operator and taxicab driver licenses and transit vehicles operator and transit vehicle driver licenses.
(2) Receive and deposit all fees.
(3) Create taxicab operator and taxicab driver licenses, applications and inspection forms and other forms used for the regulation of taxicabs operators and taxicab drivers and transit vehicle operator and driver licenses..
(4) Jointly, with the Chief of Police, supervise and regulate the operations of all taxicabs and transit vehicles within the City and to jointly prescribe rules and regulations and to issue orders in conformity with the provisions of this chapter applicable to any and all taxicab and transit vehicle operators.
(5) May require the filing of annual reports, schedules of rates of fare and other data by all taxicab and transit vehicle operators that are operating within the City.
(b) The Chief of Police shall:
(1) Determine by these regulations the method and extent of such safety inspections of taxicabs and transit vehicles as necessary for the public safety.
(2) Make random inspections of taxicabs and transit vehicles for compliance of items required by this ordinance such as the display of door signs, rate schedule, Salem City Taxicab and/or Salem City Transit Vehicle Operators License, Salem City Taxicab and/or Salem City Transit Vehicle Drivers License.
(3) Jointly, with the Planning and Zoning Officer, supervise and regulate the operations of all taxicabs and transit vehicles within the City and jointly prescribe rules and regulations and to issue orders in conformity with the provisions of this chapter applicable to any and all taxicab and transit vehicle operators.
