Any applicant who has applied for a license in accordance with this chapter and to whom the Planning and Zoning Officer has, after an investigation, denied a license may appeal to Council. An appeal may be taken to Salem City Council within five (5) days of the denial of the Planning and Zoning Officer by filing with the Clerk of City Council a written notice of appeal and stating grounds thereon. A non-refundable fee of Fifty (50) Dollars shall be paid to the City of Salem for said appeal upon filing. Such appeal shall be heard by Council at the next regular meeting and its decision shall be final.
