(a) No person or organization shall engage in business as a transient dealer or vendor without first obtaining a license and paying a fee, from the Salem City Planning and Zoning Office. Fees are not pro rated nor refundable and the following fee schedule shall be established:
(1) For each door to door solicitor, peddler, canvasser shall be four hundred dollars ($400.00) for the calendar year.
(2) Transient dealer: The license fee shall be one hundred fifty dollars ($150.00). Said License shall expire six (6) months following the date of issuance.
(3) Vendor: The license fee shall be one hundred fifty dollars ($150.00) and shall expire on December 31 of each year regardless of when purchased.
