(a) A Housing, Planning and Zoning Division hereby is created within the Department of Public Service and Safety. The position of Housing, Planning and Zoning Officer shall be, and hereby is created, who shall be responsible to the Director of Public Service and Safety, who shall be the hiring authority.
(b) The Housing, Planning and Zoning Officer shall assume all duties which have heretofore been performed by his office to include, but not limited to, all duties set forth in the Zoning, Planning and Housing regulations.
