Upon the failure of any owner of any house, store, shop or factory in the City, or the agents of the owner, to comply with the foregoing provisions within thirty days after being given due notice to do the same, Council may cause the numbering required to be done at the expense of the owner or his agent, and the numbers shall be furnished by the City at the uniform price of not exceeding one dollar ($1.00) for each number, and the Auditor shall certify to the County Auditor of Columbiana County to the amount of all such sums paid in this behalf, to be placed by him upon the tax duplicate for collection according to law.
