All entrances to the houses, stores, shops and factories fronting on any street or avenue in the City shall be legibly numbered and in full view of the street, and each figure of each number shall be not less than two and one-half inches in height The numbers shall be placed on the entrances to the houses, stores, shops and factories by the owners or agents thereof.
