For the purpose of numbering and renumbering the buildings in the City, East and West State Street shall be the base line for all streets running north and south, North and South Ellsworth Avenue shall be the base line for all streets and avenues running east and west, and the system known as the block system of numbering shall be used as far as the same may be practicable. All houses, stores, shops and factories in the City shall be numbered from the base line, being numbered in blocks, the first number in each block being the hundred corresponding to the number of the block from the base line.
