1329.04 ENFORCEMENT; FEES.
   (a)    Permits shall be issued by the Fire Chief after receiving a copy of the contract, insurance and performance bond.
 
   (b)    This chapter shall be administered and enforced by the Fire Chief under the overall direction of the Director of Public Safety.
 
   (c)    The Fire Chief may adapt or vary the strict application of the requirements of Section 1329.02(b) when strict application would result in practical difficulty or unnecessary hardship on the owner. However, the granting of a variance shall not remove from the contractor or the owner his responsibility to carry out the complete intent of this chapter.
 
   (d)    No building or structure shall be torn down within the limits of the City until a demolition permit therefor has been issued by the Fire Chief. Whenever an application is made to the Fire Chief by a person requesting a demolition permit within the Central Commercial Architectural/Historical Zone District, the application shall be promptly referred to the Architectural/Historical Review Board who shall review all applications within thirty days after the application has been received and shall transmit a signed copy of their recommendation to the applicant and file a copy with the Fire Chief. If the Fire Chief receives no report within thirty days, he may act without consideration of the Architectural/Historical Review Board 's input.
   (e)    The Director of Public Service, the Superintendent of Utilities, and the City Sanitarian shall give the Fire Chief technical or other assistance which may be required to carry out the spirit and intent of these sections.

   (f)   A fee of twenty dollars ($20.00) shall be charged for a demolition permit for a single family dwelling and buildings of a lesser size. A fee of fifty dollars ($50.00) shall be charged for a demolition permit for a commercial building and any other buildings. The fee is payable at the time of the issuance of the permit.
