(a) No person shall move any building upon any public street or ground within the City without first obtaining a permit therefor from the Service Director.
(b) No permit shall be granted until the party applying gives a bond in the sum of one thousand dollars ($1,000) with good and sufficient sureties to be approved by the Mayor, conditioned among other things that the party will pay any and all damages caused by the carelessness or negligence of the person so licensed or by his agents, employees or workmen while engaged in the move. The City shall be indemnified against all liabilities and costs accrued against the City. Such person shall comply with the conditions of the permit. The permit shall prescribe the route to be taken, the building proposed to be moved, the site to which the same is to be moved and the time for the move.
