1321.07 STARTING WORK BEFORE SECURING PERMIT.

No plumbing work to install, alter or repair shall be started until a permit has been issued by the City Health Department. A penalty of fifty percent (50%) shall be added to the total amount of such permit if the work is started before a permit is secured.
