(a) No plumbing work shall be done in the City, except as specified in the Ohio Plumbing Code, (Chapter 4101:2-51 of the Ohio Basic Building Code) until a permit therefore has been issued by the City Health Department. A permit shall not be issued to anyone other than a duly registered and licensed plumber, or a bona fide owner of a dwelling and the owner shall install the work for which he obtains a permit.
(b) A plumbing system which is in existence in a building on March 15, 1969, and is to be repaired or substantially altered shall comply with these regulations so far as practicable but where such compliance would be impractical the Health Commissioner may waive such compliance.
