(a) Until a full and fair hearing can be held by the members of the Board of Health and the Health Commissioner, any license provided for in these regulations, may at any time be suspended by the City Sanitarian for incompetency, fraudulent use or violation of the laws of the State or the regulations of the City Board of Health relative to plumbing and sewage disposal.
(b) Such a hearing shall be held within forty-eight hours of such suspension; and if the Sanitarian's findings are sustained by this special meeting of the Board, the license shall be revoked for a period of not more than one year. In all cases of revocation the applicant shall pass the usual examination before a new license may be issued to him.
