1147.16 FEES.
   (a)    A fee of fifty dollars ($50.00) shall be paid to the City for each application for a variance of conditional use or appeal. Such fee shall be nonrefundable, regardless of the approval or denial of such application.
   (b)    No building or structure shall be erected, added to or structurally altered within the limits of the City, except in the case of repairs for maintenance not affecting construction, sanitation or other features of the building or structure, the true estimated cost of which is not in excess of five hundred dollars ($500.00) until a zoning permit therefor has been issued by the Zoning Officer. The issuance of zoning permits by the Zoning Officer, except on written instructions of the Zoning Board, shall also be in compliance with the provisions of the Zoning Ordinance.
   (c)    The zoning permit, when issued for buildings or structures, shall be on a form supplied by the City and shall also serve as the certificate of use when occupied in the manner stated in the application.
   (d)    A fee shall be charged for all zoning permits payable at the time of the issuance of the permit. The fees shall be set as follows:
      (1)   For single-family, two-family and multiple-family dwelling,
         $.02 per square foot for basement;
         .04 per square foot for the first floor above the basement;
         .03 per square foot for all other floors;
         .03 per square foot for porches, decks, patios and attached garages.
A minimum fee of ten dollars ($10.00) shall be charged.
      (2)   Accessory buildings and uses, (detached garage, storage shed, non- commercial greenhouse, tennis court, swimming pool, garden house, pergola, gazebo) $.03 per square foot. A minimum of ten dollars ($10.00) shall be charged.
      (3)   Business, commercial and industrial structures with the exception of commercial and industrial storage sheds 200 square feet and under, $.05 per square foot. A minimum fee of fifty dollars ($50.00) shall be charged. For commercial and industrial storage sheds 200 square feet and under, the fee shall be ten dollars ($10.00).
      (4)   Fences, twenty-five dollars ($25.00) fee for a fence permit.
      (5)   Signs, twenty dollars ($20.00) for the first twenty square feet of sign area plus fifty cents ($.50) for each additional one square foot or portion thereof of sign area shall accompany each sign permit.
      (6)   Temporary permit fee for new residential construction shall be one hundred dollars ($100.00) and fifty dollars ($50.00) for all other temporary permits.
   (e)    Should any person commence construction, make repairs or alterations, install a fence, or structurally alter, enlarge, or replace a sign without first obtaining the required permit, an additional fee equal to the cost of the original fee shall be charged.
   (f)    After securing a permit and whenever the square footage or actual cost of the project varies by more than ten percent (10%) of the proposed size or cost, the permit holder shall notify the Zoning Officer of the changes and pay an adjusted fee within thirty days after completion of the project.
   (g)   When cost value of the construction project is determined, a permanent permit will be issued and the actual cost of the permit determined. A refund will be given from the deposit of the temporary permit if applicable.
