1147.14 CERTIFICATE OF USE.
   (a)    No building that is subject to the provisions of this section shall be occupied before a certificate of use has been issued. Certificate of use for a new residential building or the reconstruction or alteration of said existing building shall be applied for coincident with application for a zoning permit. and such certificate shall be issued after the request for same has been made in writing to the Zoning Officer after the erection or alteration of such building or part thereof has been completed, in conformity with the provisions of the Zoning Ordinance.
        (b)    Certificate of use shall state that the building or the proposed use of a building complies with the provisions of the Zoning Ordinance relative to whether the building or the proposed use of a building is an approved use or legal nonconforming use the zone district where the building or use is located. A record of all certificates shall be kept on file in the office of the Zoning Officer and shall be furnished, upon request, to any person having a proprietary or tenancy interest in the building affected. A fee of fifty (50) dollars shall be charged for a certificate of use.
        (c)    A certificate of use shall be issued for new and existing residential buildings/uses, with or without alterations after a request has been made in writing to the Zoning Officer in the following manner: 1) The Zoning Officer shall cause an inspection to be made by the Salem City Housing Inspection Division to determine compliance with the Salem City Housing Code. 2) Upon receipt of an approved form from the Salem City Housing Inspection Division, the Zoning Officer shall issue said certificate of use.
   (d)    Commercial and industrial structures, both new and those being altered shall apply for and receive a building permit from the Ohio Department of Commerce, Division of Industrial Compliance, Division of Building Code Compliance. Said department shall issue a certificate of occupancy upon completion of the approved project.
        (e)    Commercial and industrial structures that are existing and do not require a state building permit, as detailed in (d) above, may request a certificate of use in writing to the Zoning Officer. The Zoning Officer shall issue said certificate of use on which it states the building or the proposed use is an approved use or legal nonconforming use in the zone district where it is located.
