1139.03 APPEAL PROCEDURE.
   (a)   Appeals to the Board of Zoning Appeals may be taken by any person aggrieved. Such appeal shall be taken within twenty days after the decision by filing with the officer from whom the appeal is taken and with the Board a notice of appeal specifying the grounds thereof. The officer from whom the appeal is taken shall forthwith transmit to the Board all the papers constituting the record upon which the action appealed from was taken. The Board shall fix a reasonable time for the hearing of the appeal, given ten days’ notice after it is submitted. Upon the hearing, any party may appear in person or by attorney. Such appeals shall be accompanied by payment of such fees as Council may determine from time to time.
   (b)   All projects shall commence within six (6) months of Board of Zoning Appeals approval or the authority and decision of the Board shall be null and void.
