(a) An unimproved dedicated right of way shall be defined as a right of way which appears on the City's list of streets which are not currently accepted for maintenance.
(b) An unimproved dedicated right of way within the City may be improved for the purpose of maintenance by the Director of Public Service after the particular right of way and the type of construction and the method of financing has been approved by Council.
