(a) The Zoning Officer shall not issue a building permit until he has received a copy of the letter of authorization to proceed.
(b) At any time during the construction of the improvement when the City determines that the work is not being properly performed or that the work is not on schedule, the Zoning Officer will inform the subdivider that no further building permits along the improvement shall be issued.
(c) When corrections have been made in the performance of the work and a revised time table has been approved, the Zoning Officer may then resume the issuance of building permits.
