1101.04 STEPS FOR SUBDIVISION APPROVAL.
   (a)    Preapplication.
      (1)    Subdivider gathers information and data on existing conditions; studies site suitability and development opportunities; discusses financing, planning and marketing with those interested; with his land planner, develops a preliminary plan in sketch form which is submitted to the Planning Commission for advice and assistance.
      (2)    Planning Commission reviews preliminary plan and program, as they relate to the community master plan, design standards, Zoning Ordinance and improvement requirements and informs and discusses with the subdivider the results of review.
   (b)    Preliminary Plat.
      (1)    Subdivider arrives at preliminary conclusions; if he decides to continue, reaches tentative agreements or understandings with those associated with him, and others concerned such as the lender or the F.H.A.; prepares a preliminary plat for submission with his application for conditional approval.
      (2)    Planning Commission reviews application and preliminary plat for conditional approval to determine conformity to subdivision standards; grants conditional approval, subject to conditions agreed upon, or disapproves, stating reasons for such action.
   (c)    Final Plat.
      (1)    Subdivider stakes out the tract, or that portion to be first subdivided, in accord with the preliminary plat as conditionally approved; installs improvements or posts certified check or bond to guarantee completion of improvements stipulated; prepares final plat and submits it, with other required material and documents, with application for approval by the Planning Commission.
      (2)    Planning Commission reviews application and grants approval of final plat, or informs subdivider what is lacking to obtain approval for recording.
      (3)    Subdivider records the approved final plat and other documents; proceeds with his development plans and program and thereafter disposes of his lots or houses.
