These Regulations shall apply to the land area within the corporate limits of the City and for the territory within three miles of the corporate limits, excepting a part of such territory lying within a municipal corporation. No plat of a subdivision of land within the above described area shall be recorded until it has been approved by the Planning Commission and such approval shall be in writing on the plat.
