921.04 SEWER RATES AND CHARGES.
   (a)   Sewer rates and charges shall be those rates and charges currently approved by Council.
   (b)   The rate for sewer service use for premises outside the City limits, shall be an additional fifty percent (50%) more than the rates charged for sewer service use inside the City limits unless otherwise provided for in any agreement or subsequent agreement entered into by the City for premises outside the corporate limits.
   (c)   Failure to make any payments will be subject to the charges as indicated in the Water Use By-Laws and Regulations of the City of Salem Water Section of the Utilities Department.
   (d)   In the event that it can be shown to the satisfaction of the Superintendent of Utilities with respect to any premises that a portion of the water from any source consumed on any such premises does not and cannot in the future enter into the Salem Waste Water Collection System; then, in each such case, at the owner’s request and expense, such owner shall install a separate water metering device in accordance to the type and installation as approved by the Salem Utilities Department and install and maintain an Ohio Environmental Protection Agency (OEPA) approved Double Check Backflow Preventer or Reduced Pressure Double Check Backflow Preventer of the type and installation as approved by the Salem Utilities Department. Such water used on the premises, but does not and cannot enter the Salem Waste Water Collection System shall not be subject to waste water users charges and shall be considered a separate billing account.
