*Outside City rates are 50% higher than inside City rates.
(c) Inside City and Outside City Bills paid after the due date shall be subject to a ten percent (10%) penalty.
(d) All new sewer users are required to have their water use metered and shall be responsible for the cost of a Salem Utilities Department approved water meter.
(e) All users shall be billed monthly for sewer service based on a monthly water meter reading or any temporary emergency billing period as established by the Superintendent of Utilities.
(f) For prior domestic users of sanitary sewer, where it was deemed impractical to install an approved water meter at the source of the water supply for the domestic sewer user; that user may, at the cost to the user, purchase an approved water meter and a meter reading device from the Salem Utilities Department and install the water meter at the user’s expense and according to Salem Utilities Department regulations. The Salem Utilities Department will seal and read the water meter and bill the sewer user according to the Salem Utilities Department’s schedule or the user with no water meter installed may continue to pay for a flat sewer use rate based upon 800 cubic feet per month use**.
