For the purpose of this chapter the following terms, phrases, words, and their derivations shall have the meaning given herein. When not inconsistent with the context, words used in the present tense include the future, words in the plural include the singular, and words in the singular include the plural. The word shall is mandatory and not merely directory.
(a) "City" means the incorporated City of Salem, Ohio.
(b) "Person" means any person, firm, partnership, association, corporation, company or organization of any kind.
(c) "Street or highway" means the entire width of every public way or right of way when any part thereof is open to the use of the public, as a matter of right, for purposes of vehicular and pedestrian traffic.
(d) "Park" includes all public parks.
(e) "Public places" includes all other grounds owned by the City.
(f) "Property line" means the legal boundary line.
(g) "Lawn strip or curb strip" means that part of a street or highway right of way outside of the portion improved for travel, including the sidewalk.
(h) "Public trees" includes all shade and ornamental trees, now or hereafter growing on any street, including lawn strip, or on any other public lands.
(i) "Large trees" are designated as those attaining a height of forty-five feet or more.
(j) "Medium trees" are designated as those attaining a height of thirty to forty-five feet.
(k) "Small trees" are designated as those attaining a height of twenty to thirty feet.
(l) "Property owner" means the person owning such property as shown by the County Auditor's Plat of Columbiana County
(m) "Shade or ornamental tree or shrub" means any and all woody vegetation.
(n) "Dripline" means the approximately circular vertical extension to the ground of the outer most branches and leaves of the tree as an indication of the spread of the root system.

(o) "Tree removal" means the removal of all above ground parts, including the stump and roots.
