Every owner of real estate within the City shall cut any weeds or grass on his property, including the curb lawn, at all such times as may be necessary so that such weeds or grass shall not exceed eight inches in height, and if such owner neglects or refuses to cut weeds so that such weeds or grass shall exceed eight inches in height, the City may cut the weeds or grass or authorize some person to cut the weeds or grass on behalf of the City.
