905.07 OBSTRUCTION OF PUBLIC WAYS PROHIBITED.
   No person shall place, or cause any wood, coal, bricks, lumber or other object to be placed upon any street, sidewalk or alley or on any other public ground in the City other than materials with which to make or repair such street, alley or sidewalk. However, any person intending to build a new building or repair one already built, or to make other improvements, or to place containers for the depositing of waste paper, planters for the beautification of the City, or other objects for the public good shall procure a written permit from the Mayor, or in his absence, from the Service Director. The permit shall protect him from any fine for depositing any timber, or other material intended for a building or other improvements, or other objects for the space of time specified.
