(a) The work of refilling all excavations in paved streets and alleys and repaving shall be done by the Director of Public Service. The actual cost of the work and material under each permit shall be reported to the Director and a statement thereof furnished by him to the person holding the permit. No other payment shall be necessary. Every holder of a permit who has given bond may replace the dirt filling under paved streets under the direction of the Director. In that case the person holding the permit shall continue to be liable to the City for any and all damages caused by imperfect filling or tamping.
(b) All fees shall be paid to the Director. If cash deposit has been made and there is a balance due the permit holder, the Director shall authorize the proper warrant for the payment of the balance.
(c) The Director shall pay all moneys collected hereunder into the street repair fund and shall report all collections and delinquencies to the City Auditor.
(d) The Mayor shall issue permits and perform the duties herein imposed on the Director during his absence or disability.
