905.03 APPLICATION FOR EXCAVATION PERMIT.

The Director of Public Service may decline to issue a permit, in which case he shall refer the application to Council. Council may then grant or refuse it on the usual terms, or may impose such conditions as to cash deposit or special bond for the work proposed as the public interest may require.
