Whenever the construction or repair of any sidewalk requires the alteration of adjacent property not belonging to the owner, or if it becomes necessary to use such land in any way whatsoever, a work agreement shall be completed between the owner and the affected property owner, and a copy of such work agreement shall be placed on file in the office of the City Engineer prior to beginning construction.
