(a) Whenever written notice of the passage of a resolution declaring that certain sidewalks shall be constructed or repaired has been received by the owner, or agent of the owner, of each parcel of land abutting on such sidewalk, or if the owner or agent of the owner, of any parcel of land wishes to construct or repair his sidewalk, he shall first make application to the Service Director for information with regard to grades, work agreement, widths, thickness, subbase, material and methods of construction.
(b) The Director of Public Service, upon application from any party in interest, interest, shall give the necessary information in regard to the grade or other matters necessary to enable the owners of property to construct or repair the sidewalk according to the requirements of this chapter.
