Written notice shall be served upon the owner or agent of the owner of each parcel of land abutting on such sidewalk. This notice shall be served by the Clerk of Council or a person designated by the Clerk, in the manner provided by Ohio R.C. 729.03. The Clerk shall return a copy of such notice with the time and manner of service endorsed thereon, signed by the officer serving it, to the Director of Public Service who shall file and preserve it.
