An applicant denied a permit may appeal within fifteen days of the denial to the Appeal Board comprised of the Mayor, Director of Public Safety and Director of Public Service, who shall hold a hearing thereon within fifteen days from receipt of the notice of appeal. The Appeals Board may affirm or reverse the denial of the permit.
