713.07 LICENSE NONTRANSFERABLE.

No transfer of a license either as to person or place shall be permitted except with the consent of the Housing, Planning and Zoning Officer. Such consent shall be endorsed upon the license; provided, further, the applicant applying for the transfer of any license shall comply with all the provisions of this chapter.
