No person shall post, affix, place, or inscribe, any handbill, postercard, sign, device, or inscription to, upon or against any fence, structure, tree, or property of or on any parks or streets, avenues, or highways around the parks; provided, that this does not apply to signs placed by village employees or other persons authorized to do so by the village.
