No person shall make any ascent or descent from a balloon, parachute, or other aircraft for exhibition or commercial purposes without obtaining a permit to do so from the Board of Trustees; any ascent from, descent upon, or flight over the lands of the village shall be subject to the rules and regulations of federal, state, or local agencies having jurisdiction thereof.
