§ 92.07 EXPLOSIVES.
   (A)   State laws, rules, and regulations. No person shall violate any law of the state, nor any rule or regulation adopted by any duly authorized agency of the state, pertaining to explosives.
   (B)   Blasting. No person shall blast or carry on any blasting operations without first having obtained a written permit from the Director of Public Services. Before any such permit is issued the applicant therefor shall furnish a bond deemed adequate by the Director of Public Services, which bond shall become available in the payment of any damage to public or private property and the payment for any personal injuries resulting from said blasting.
