§ 72.51 PRESUMPTION.
   In any proceeding for violation of §§ 72.01, 72.02, 72.03, 72.15(A), 72.16, 72.17, 72.18, 72.19, 72.21, 72.22, or 72.24 as now existing or as hereafter amended, or of any rule or regulation adopted in furtherance of any of said sections, the registration plate displayed on such vehicle shall constitute in evidence a prima facie presumption that the owner of such vehicle was the person who parked or placed such vehicle in the manner and at the point where the violation occurred.
