(A) The City Manager is hereby empowered to direct and control traffic; to create quiet and safety zones; to designate and approve of all official traffic control devices; to designate emergency vehicles; to designate streets or portions thereof closed to traffic by reason of construction or repairs.
(B) (1) The City Manager is hereby empowered, subject to approval of the Council, to designate through streets and the speed limits thereon; to designate the location of all official traffic control devices; to prescribe the manner and duration of parking of vehicles; to create loading zones and bus, taxicab, and dray stands; to designate the route of trucks, tractors, and trailers through the city; to designate the maximum weight of any vehicle permitted upon any bridge; to make all needful rules for the direction of traffic or parking of vehicles on any highway, alley or place not unlawful nor inconsistent with this title; and to establish fees for the use of temporary traffic regulatory devices or equipment and block party permits.
(2) Where a traffic control or engineering study shows the need for placement of a traffic control device to protect public safety, the City Manager is empowered to locate and place such a traffic control device prior to Council approval of same. Council's ratification of the placement of such traffic control device shall be sought as soon thereafter as feasible.
(C) All rules and regulation changes made hereunder shall become effective when the traffic control devices, if required under this title, have been installed. A certified copy of such adopted rules and regulations shall be filed with the local Clerk as required by law.
(D) Violation of the provisions of this section shall be a criminal misdemeanor and punishable as provided in § 70.99(B).

There is hereby adopted and made a part hereof the map of the city filed with the City Clerk (File No. A-1719) upon which said map are indicated through streets and the speed limits thereon, the location and type of official traffic-control signals, the location of loading, bus, taxicab, and dray stands, and the duration of time vehicles are permitted to park. Whenever any rule or regulation in reference to the matters designated on said map are made, said rule or regulation shall amend said map.

ACCIDENTS
(A) No person shall proceed to the scene of an accident or other emergency or stop and park a vehicle or congregate in the vicinity thereof so as to interfere with police officers or other persons performing their duties at the scene of such accident or other emergency or for the purpose of advertising or offering any service for hire, nor shall any person thereat solicit gainful employment of any nature.
(B) Violation of this section shall be a criminal misdemeanor and punishable as provided in § 70.99(B).

(A) Whenever the driver of a vehicle is physically incapable of making a required accident report and there was another occupant in the vehicle at the time of the accident capable of making a report, such occupant shall make or cause to be made said report.
(B) Violation of this section shall be a criminal misdemeanor and punishable as provided in § 70.99(B).

IMPOUNDMENT OF VEHICLES
When a vehicle is in circumstances warranting impoundment, the City Manager or his or her designated representative may, in lieu of or prior to impoundment, attach to the vehicle a device that will prevent the vehicle from being moved. Said device may be removed by the City Manager or his or her designated representative if the violations are paid together with a device removal fee which is established by Council and posted in the Office of the City Clerk, if security is posted for court appearance on the violations as provided in § 70.33, if the violations are dismissed, or if it is necessary to impound the vehicle. It is unlawful for any person to remove such a device without authorization of the City Manager or his or her designated representative.
