No application for grading approval shall relieve the applicant of responsibility for securing other permits or approvals, including, but not limited to, those specified in Section 15.88.090, subsection B, required for work which is regulated by any other department or other public agency, or for obtaining any easements or authorization for grading on property not owned by the applicant.
