No person shall use any public address or sound amplification equipment upon a mall unless such use has been specifically authorized by a permit issued for a special event. No person shall use any public address or sound amplification equipment upon any private property within eighty (80) feet of a mall in such a manner that the sound, as amplified, is readily audible on a mall. The term "sound amplification equipment" shall not include radios, tape recorders and similar devices when operated in such manner that the volume of sound produced thereby is not unreasonably loud, raucous, jarring, disturbing, or a nuisance to a person of normal sensitiveness within the area of audibility, or a light rail vehicle public address system.
