All applications for special event permits shall be acted upon by the city manager within five days of the date when they are received by his or her office, and shall be either approved or denied. In approving an application for a special event, the city manager may impose such conditions upon the use of the mall in connection with such event as he or she shall deem to be reasonably necessary under the circumstances.
