12.44.140   Permit-Application.
   Any person, group, or organization may submit an application to the city manager for a permit to use a mall for a special event. All such applications shall be submitted to the city manager at least twenty-one (21) days prior to the date on which the special event is to be held or to commence. (Prior code § 51.03.302)
