§ 51.17 PLACEMENT, MAXIMUM NUMBER OF CONTAINERS.
   (A)   Residential yard waste placed in a refuse type of container labeled as yard waste similar to that outlined in § 51.02 hereof shall be collected at a given pick up place as set forth in division (B) below, so long as the material is generated by domestic use, subject to the limitations of § 51.18 and is further subject to a limit of no more than two containers to be collected at a given pick up place at any one time. Yard waste containers, at the time of Street Department pick-up, shall not weigh more than 40 pounds per container. Street Department personnel will not pick up and dispose of yard waste if this limit is exceeded.
   (B)   City residents and churches may be issued up to two trash toters to be utilized for the storage and removal of garbage by the City Sanitation Department. The first toter will be issued at no cost. A second toter will be offered for a fee to be paid by the resident. The same applies to recycling toters.
   (C)   Collection of garbage and refuse shall be made at the ground level within five feet adjoining the designated improved and passable alley when available or at an easily designated accessible spot within five feet of the front curb.
