(A) Other provisions of this subchapter notwithstanding, heavy trash will not be collected as a part of regular refuse pick up.
(B) Compost shall not be collected by the city after September 1, 1993. After September 1, 1993, a person shall not combine vegetative matter resulting from landscaping maintenance and land clearing projects that is intended for:
(1) Collection; or
(2) Disposal at a solid waste landfill; with another type of solid waste.
