§ 96.104 PODS AND OTHER TEMPORARY STRUCTURES.
   (A)   The term PODS shall include any and all portable/temporary storage devices.
   (B)   The term TEMPORARY STRUCTURES shall include portable toilets and any other device not previously referenced in the above sections.
   (C)   PODS and other temporary structures shall never be placed in an on-street parking space owned by the city. Such structures may only be placed in parking lots (owned by the city) with the express permission of city staff and shall be placed in the least intrusive location of any given lot, as determined by city staff.
   (D)   Such structures shall not impede drives, block visibility at intersections or traffic lanes, nor prevent public service vehicles from servicing city-owned Dumpsters or trash receptacles.
   (E)   Such structures shall be placed within no more than two parking spaces, within the allowed city parking lot, and properly marked for visibility at night or in precipitous weather events.
   (F)   No more than one temporary facility shall be permitted at a time for any construction project and the requesting party shall provide a copy of the applicable building/zoning permit(s) to confirm the validity of the construction work requiring the use of the public parking lot area for an extended period of time.
   (G)   No temporary facility shall occupy any portion of a public parking lot beyond the expiration or closure of a valid building/zoning permit or more than 14 days, whichever is less, unless an exception is granted by City Council. Exceptions to this shall only be granted at the discretion of the City Council.
   (H)   A high visibility/reflective cone of 28 to 36 inches in height at the rear corner of the PODS/temporary structure, and the like, closest to the travel lane of the parking lot.
