The alarm system user or representative thereof shall be available at all times for the purpose of responding to police alarms by personally appearing at the home or building designated in the permit following an alarm of any kind. If, following a police alarm, the alarm system user or a representative thereof fails to appear at the home or building designated in the permit within 30 minutes after being notified by the communications center, the alarm system user shall be assessed a civil penalty of $10 for every such event.
