(A)
If the city finds that it cannot issue the permit for any reason specified in § 95.31 of this subchapter, it may request that the applicant modify its application to remove said objection(s) to the issuance of the permit, and the applicant may do so without further notice or hearing.
(B) If the city finds that it cannot issue the permit for any reason specified in § 95.31 of this subchapter and if modification of the permit does not appear possible, the city may, in its discretion, issue a permit specifying an alternative, location, route, or time for the special event activity.
