The provisions of §§ 90.03 through 90.05 shall not apply to dogs whose owners are non-residents temporarily within the town for a period not to exceed 30 days, nor to dogs brought into the town for the purpose of participating in any dog show, nor to seeing eye dogs trained to assist blind persons when such dogs are actually used for such purposes, nor to dogs kept in kennels licensed by the state while said dogs are actually in such a kennel.
