As used in this chapter, the term "contractor," as set forth herein, shall be defined as meaning any individual, firm, co-partnership, corporation, association or other organization, or any combination thereof, who or which by himself/herself/itself, or by or through others, for hire, constructs, alters, repairs, adds to, subtracts from, reconstructs or remodels any building, structure or appurtenances, including but not limited to driveways and underground utilities, or who or which undertakes or offers to undertake, or purports to have the capacity to undertake or participates in any phase of such activities within the City of Rossford, Ohio.

(a) The following Residential Contractors are required to register with the City of Rossford, Ohio, Zoning Department before conducting work within the City of Rossford, Ohio:
(1) Residential General Contractor.
(2) The following Residential Subcontractors:
A. Residential Electrical Contractor
B. Residential Plumbing Contractor
C. Residential HVAC Contractor
D. Residential Sewer /Stormwater Sewer Contractor
E. Residential Solar Contractor
F. Residential Concrete/Paving Contractor
(b) The following Commercial/Industrial Contractors are required to register with the City of Rossford, Ohio, Zoning Department before conducting work within the City of Rossford, Ohio:
(1) Commercial/Industrial General Contractor
(2) All subcontractors
(c) The General Contractor is responsible for creating and managing the construction schedule, organizing and managing the construction jobsite, verifying subcontractor registration with the Regional Income Tax Authority (RITA), overseeing all applications permits and inspections and conducting a preconstruction meeting as required by the Zoning Department.
