Nothing in this chapter shall prevent the Village from changing or altering the provisions hereof, and the Village shall have and retain authority from time to time to change, increase, decrease or improve the system or plant or any part or portion thereof or to establish new or different rates, regulations or provisions concerning the use or change the source of supply or to later amend, change or repeal any of the provisions of this chapter.
