10-2-6: WATER USED FOR CONSTRUCTION OF IMPROVEMENTS AND BUILDINGS:
   A.   Where Village water shall be required from a fire hydrant for improvements, public or private, or for building purposes in the Village, the contractor or builder shall pay to the Village for the same the scheduled rate for one thousand (1,000) gallons as per rates adopted by this chapter to be measured through a meter to be furnished by the Village set forth in the Village Fee Schedule, subsection 3-10-1G of this Code.
   B.   The contractor, owner or builder shall make application to the Director of Public Works for a permit to make such construction or improvement and also make a deposit with the Finance Director of three hundred dollars ($300.00) to ensure the return of the meter to the Village in good condition and the payment of the amount due for water used.
   C.   Upon the return of the meter in good condition to the Village and the payment by the contractor, builder or owner of all charges for the meter and for the water used thereby in the construction of the building or improvement, the money so deposited with the Village Collector shall be returned to the person so making the deposit.
   D.   All water taken for building purposes shall in all cases be water taken from inside of the lot line. In construction of buildings, a permit for a tap shall be applied for at the time the building permit is applied for, and if granted, a meter shall be furnished and placed at the time of making the tap for water service to the building, and all water used in such construction shall be paid for each dwelling and commercial and construction use to pay the meter rates.
