10-2-4-1: MAINTENANCE OF COMMERCIAL AND INDUSTRIAL METERS:
   A.   All commercial and industrial customers receiving water from the Village shall have an affirmative obligation and responsibility to maintain any valves, stopcocks or other shutoff devices located immediately adjacent to both sides of their water meter (upstream and downstream) in working order so that the flow of water can be fully stopped on both sides of the water meter. Upon receipt of written notice from the Village advising that a valve, stopcock or other shutoff device located immediately adjacent to their water meter (upstream or downstream) is not in working order, the commercial or industrial water customer shall have thirty (30) days from the date of the notice, at its expense, repair the valve, stopcock or other shutoff device so that it is in working order.
   B.   All commercial and industrial customers receiving water from the Village shall have an affirmative obligation and responsibility to exercise the valves, stopcocks or other shutoff devices located immediately adjacent to both sides of their water meter (upstream and downstream) on a quarterly basis by fully closing and immediately reopening each valve, stopcock or other shutoff device located on each side (upstream and downstream) of their water meter. All commercial and industrial customers receiving water from the Village shall maintain a log of the dates and times when the valves, stopcocks or other shutoff devices located immediately adjacent to both sides of their water meter (upstream and downstream) are exercised. The log shall contain the name and signature of the individual that exercised the valves, stopcocks or other shutoff devices on each date and time. This log shall be made available to Village Public Works Department personnel upon request.
   C.   Any entity that commits a violation of any obligation imposed by this section shall be subject to a fine of not less than two hundred fifty dollars ($250.00) and not more than seven hundred fifty dollars ($750.00) for each separate offense. The fine imposed shall be in addition to any cost of repair incurred.
